The election was a civic obligation in sector 9. Not showing up was a criminal offense unless you had a doctor's note and those were almost impossible to get. Everyone knew the votes were logged in the central database for every citizen and if you didn't vote for the winning candidate there'd be a midnight call to your house and you'd never be seen again. So everyone voted for the incumbent and if anyone voiced any other opinion they were practically lynched on the spot. Revolution would be dangerous for everyone.
